Intramuros Administration (IA) was created in 1979 to undertake restoration and development of the historic Walled City. Research materials  were acquired by purchase or donation and include references, books, periodicals, plans, photos and manuscripts related to Intramuros. Others include books on Philippine history, architecture, arts and culture.

In 1980, Fr. Luis G. Merino, OSA (1924-1987) began to serve IA as consultant for Research and Publications, the post he held until his demise. For his invaluable contribution to Intramuros studies and to the Adminstration, IA named the library after him on April 8, 1988.

The library was opened to the public in 1983. A librarian was taken in to catalog and index IA's assorted holdings.
